This is a solicitation for the replacement and restoration of AC package units, AHUs, chillers, and condensers at the St. Albans Community Living Center. The contract period of performance is 365 calendar days from the notice to proceed. Bidders must be registered in SAM and verified as a Service-Disabled Veteran-Owned Small Business (SDVOSB). A pre-bid site visit is scheduled for March 19, 2026. All questions must be submitted in writing by March 26, 2026. Electronic bids are due by April 16, 2026, at 9:45 am EST, and will be opened online via Microsoft Teams on April 16, 2026, at 10:00 am EST. Contractors are required to use the Autodesk Build construction management platform and complete associated training. Additional requirements include submitting a bid bond, acknowledging amendments, and providing certifications for Buy American and limitations on subcontracting. The magnitude of construction is estimated between $500,000 and $1,000,000.
The contractor shall begin performance within calendar days and complete it within 365 calendar days after receiving award, notice to proceed. This performance period is mandatory.
The contractor shall guarantee that all work performed will be free from all defects in workmanship and materials and that all installation and repair will provide the capacities and characteristics specified. The contractor shall guarantee that if, during a period of one year from the date of the certificate of completion and acceptance of the work, any such defects shall be repaired by the contractor at his own cost.
The contract award will be made using FAR part 14 sealed bidding procedures, selecting the responsive, responsible bidder whose bid is conforming to the invitation for bids will be most advantageous to the government, considering only price and the price-related factors included in the invitation. The selected bid must be determined to be a fair and reasonable price.
In order to be eligible for award, contractor must be registered in SAM www. ***. *. * with a unique entity identifier and verified/certified as SDVOSB in the small business search www. ***. *. * at the time of bid/offer submission and before award of this procurement. Offerors must submit their annual **** report.
A prebid site visit is scheduled for Thursday, March 19, 2026, at 10:00 am. Prospective bidders shall meet at the St. Albans Community Living Center main lobby, **** Linden Blvd, Jamaica, NY **** other site visits will be allowed. Attendance is not mandatory, however, all bidders are strongly encouraged to attend.
