This is a construction services procurement for the Department of Veterans Affairs to replace and expand chilled water infrastructure in Building 1 and the OPC. The project involves replacing piping, pumps, and fan coils, and consolidating risers. A pre-proposal site visit is mandatory, scheduled for June 9, 2026. Proposals are due July 14, 2026. The acquisition is 100% set-aside for certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The acquisition method is a competitively negotiated best value tradeoff selection process, requiring both price and technical proposals. The estimated magnitude of the project is between $20,000,**** and $50,000,****. Performance and payment bonds are required. A minimum one-year warranty is required.
The performance period is 915 calendar days after notice to proceed. The offer due date is July 14, 2026, at 10:00 AM Pacific Time.
Payment will be made by the Department of Veterans Affairs Financial Services Center. Invoices are to be submitted to the address shown in item 24.
Contractor shall provide a minimum one (1) year warranty, unless specified otherwise in the specs, from both the manufacturer and installer including parts and labor. The warranty period shall start on the date of substantial completion.

The acquisition is set aside 100% for certified verifiable Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). SDVOSB firms must be CVE verified prior to proposal submission. Contractors must be registered in SAM. The contractor shall have no more than three serious, or one repeat, or one willful OSHA or EPA violations in the past 3 years and have an EMR of equal to or less than 1. 0.
False alarms caused by the contractor will be paid by the contractor. Contractor vehicles found parked in VA parking lots will be issued a United States District Court violation notice and immediately removed and banned from VA property.
An organized site visit is scheduled for Tuesday, June 9, 2026, at 09:30 AM Pacific Time. Participants are to meet at the Engineering Building parking lot E facing Harvard Avenue. This pre-proposal site visit will be the only opportunity for potential offerors to visit the site.
Protests must be served on the contracting officer by obtaining written and dated acknowledgment of receipt. The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO.
Failure to furnish a complete offer by the required time and date may result in the offeror's proposal being determined ineligible for award. Failure to affirm being within the safety guidelines or submit required safety information may result in a determination of non-responsibility and make the offer ineligible for award.
