If the city directs the proposer to make immediate improvement of necessary conditions and procedures, or stop ongoing work due to safety hazards, the proposer will bear all costs for eliminating the hazards and will not be granted compensation for the work stoppage.

A mandatory tour of the facilities/equipment is required by any vendor wanting to submit a proposal. Vendor to contact David Brown or Robby Riley to schedule any site tour prior to bid due date.

The deadline for all questions, requests, or communications concerning this project will be 1:00 p. m. CST on Monday, June 15, 2026.

Proposals which do not follow the specified format or fail to provide required documentation may be deemed nonresponsive and be disqualified from the process.

The delivery period for this contract is from July 14, 2026, to October 31, 2026.

Payment requests and receiving reports must be submitted electronically via the Wide Area Workflow (WAWF) system. Specific document types for payment requests (cost voucher, invoice, receiving report, progress payment, performance-based payment, commercial financing) are detailed in the solicitation.

The award will be made to the responsive offeror whose total offer on all items is the most advantageous to the government, considering price as the primary factor. Technical acceptability is assumed for MSRA/ABR holders.

Award is restricted to firms possessing a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan region. Offerors must be authorized to operate and do business in Japan.

Offerors located outside Japan that do not unambiguously demonstrate compliance with DFARS **** will not be eligible for award. Offerors without an active MSRA or ABR in the Japan region, or who do not agree to execute one before award, will also be ineligible.
