The delivery schedule will be biweekly from July 1, 2026, through September 30, 2026, Monday through Friday between 7:30 a. m. and 1:00 p. m. , excluding federal holidays. The bid submission deadline is May 27, 2026, at 4:00 p. m. Eastern Standard Time.

The government will award to the responsible bidder whose offer conforms to the solicitation and is considered to be the most advantageous to the government, with evaluation factors being past performance and price, where past performance will be rated higher than price.

Potential bidders are advised that this solicitation includes the clause FAR **** for commercial items. Bidders should include their unique entity ID (UEI) number in their offers. All vendors must be registered in the SAM website (www. ***. *. *) and complete the annual Representations and Certifications Application (ORCA) at www. ***. *. *

If you receive the award of any of the items listed on the request for quotation, and at the last minute you cannot provide the items due to a price increase, we will be limited on you receiving a request for quotation for next quarters requirements. Failure to deliver within the established time frames will be considered as non conformance under the terms of the contract. Excess items over the exact quantity ordered will be returned at the contractors expense or retained without compensation to the contractor.

Failure to complete the registration procedures outlined in this solicitation may result in elimination from consideration for award. If you do not supply an item or meet the attached delivery schedule it will be noted as a performance issue.

The project will need to be completed by August 31, 2026.

The city pays for materials, received, on or near the tenth 10th day of the following month after delivery of goods or services, unless otherwise stated in the specifications.

The city reserves the right to award bids to local vendors if it is deemed to be in the best interest of the city.

Bidders or their authorized representatives are expected to fully inform themselves as to the conditions, requirements, and specifications before submitting bids failure to do so will be at the bidders own risk and heshe cannot secure relief on the plea of error.

The city reserves the right to assess a late penalty of up to 2 percent per day, unless otherwise specified, if the commodity or service is not delivered within the time agreed upon.

Prebid conferences will also be used as a time to view the job site. Prebid conferences shall be scheduled with the management team at the emporia municipal airport by calling ****.
