The estimated time to complete this project is about two 2 calendar months 60 calendar days after receipt of the order.

Requests for payment may be made no more frequently than monthly. Payment requests shall cover the value of labor and materials completed and in place, including a prorated portion of overhead and profit. The 14-day period for payment is changed to 30 days.

The contractor shall guarantee that all work performed will be free from all defects in workmanship and materials and that all installation will provide the capacities and characteristics specified. The contract further guarantees that, during a period of one year from the date of the certificate of completion and acceptance of the work, any such defects will be repaired by the contractor at his/her own expense.

Award will be made to the lowest priced, acceptable, responsible quoter. The government reserves the right to reject quotations that are unreasonably low or high in price.

Offerors/quoters must be technically qualified and financially responsible. Minimum requirements include understanding English, having an established business in the Republic of the Congo or plans to establish one within 30 days of award, SAM registration, prior construction experience with suitable references, necessary personnel, equipment, and financial resources, all required licenses and permits, meeting local insurance requirements, ability to obtain adequate performance security, no adverse criminal record, and no political or business affiliation contrary to U. S. interests.

If the contractor fails to complete the work within the time specified in the contract, or any extension, the contractor shall pay liquidated damages to the government in the amount of 50,000 FCFA for each calendar day of delay until the work is completed or accepted.

Contractors are advised to visit the site, verify the existing site conditions to develop their proposal before submission. A site visit has been scheduled for April 23, 2026, at Villa Washington.

The university utilizes Payment Plus ePayables as its primary default form of payment, with all invoices paid immediately upon confirmation of goods receipt and invoice. For check payments, terms are Net30, and for ACH direct payments, terms are Net15.

The university will award the contract to the responsible offeror whose proposal is determined to be the most advantageous to the university, taking into consideration the evaluation factors set forth in this RFP, including cost and other factors.

The evaluation of proposals will be based upon the information provided in the proposal, additional information requested by the university for clarification, information obtained from references and independent sources, and oral presentations if requested. Proposals will be evaluated strictly in accordance with the requirements set forth in this solicitation.

Non-adherence to university brand standards can have a penalty up to and including contract cancellation. Failure to comply with accessibility requirements shall constitute a material breach of this agreement and shall be grounds for termination of this agreement.
