Contractor shall submit invoices for services performed and allowable expenses incurred. Each invoice must describe with particularity all services and expenses for which payment is requested, and must include the dates the services were performed or expenses were incurred. Contractor shall provide itemized receipts documenting any travel related expense allowed under exhibit A for which contractor is requesting reimbursement. SAIF will evaluate proposals based on proposed cost of services, qualifications of key persons, proposed contract terms, and references.

Proposers must be qualified and prepared to provide services to SAIF in the specified areas. Proposals must certify that the proposer meets all minimum requirements of section B of this RFP.

The deadline for proposer questions is August 13, 2026, 3:00 PM PT.

Proposals that do not meet minimum requirements will be classified as nonresponsive and SAIF will disqualify all nonresponsive proposals from further evaluation. Failure to comply with all requirements may result in proposal rejection.

All work for the base contract must be completed within 76 calendar days from the notice to proceed. The option period has a separate performance timeline of 245 calendar days.

Payments shall be made in arrears upon receipt of a properly prepared invoice, submitted electronically via the Tungsten Network eInvoicing system.

All work will be provided with a one-year parts and labor warranty from the date of acceptance by the VA.

Offerors must represent that they are a small business concern under the NAICS code assigned and, if applicable, a Service-Disabled Veteran-Owned Small Business (SDVOSB) eligible under VAAR subpart ****.

For contracts under $150,000, the district will pay monthly estimates less 5% retainage, with final payment upon completion and acceptance.
