This is a combined synopsis/solicitation for
solid waste removal services at Fort Smith National Cemetery. Proposals are requested, and a written solicitation will not be issued. The procurement is a small business set-aside. The contract is for a firm fixed price base plus 4 option years. All solicitation questions must be submitted via email to the contracting officer by 11:00 AM EST on August 22, 2025. The submission due date is August 31, 2025, at 11:00 AM EST. Offerors must be registered with SAM. The government intends to evaluate offers and award without discussion, but reserves the right to conduct discussions. The contractor shall provide all management, supervision, labor, tools, materials, supplies, equipment, and other items necessary to perform
solid waste disposal. The contractor must have a minimum of three years of prior experience in
waste services. The contractor must identify key personnel and their qualifications. All workers must wear distinctive clothing bearing the company name or appropriate badges. Contractor vehicles must display the company name or logo. The contractor is responsible for maintaining satisfactory standards of employee competency, conduct, appearance, and integrity. The contractor shall have applicable licenses and permits prior to the start of performance. All payments are completed in the tungsten e-invoice network. The government will pay the contractor once per month. The contractor shall submit an itemized invoice monthly. The government reserves the right to inspect and test all services. The contractor shall be responsible for the delivery, maintenance, and removal of containers/dumpsters. Containers must be painted in a single uniform color, washable, leakproof, durable, and with tight-fitting lids. The government will not be held responsible for damage to the contractor's equipment. The contractor shall remove all containers belonging to the contractor from the site upon expiration of this contract.
