The US section of the International Boundary and Water Commission (USIBWC) is seeking a contractor for the operation and maintenance of the South Bay International Wastewater Treatment Plant (SBIWTP) in San Diego County, California. This is a draft program announcement for a protein sequencing program (PROSE) by DARPA. The deadline for comments on the draft is July 1, 2025. The program seeks innovative proposals in protein sequencing, with specific exclusion criteria. The program will address two technical challenges: developing protein read elements and developing microsystem architectures. Proposals must describe credible plans to conduct research and development that addresses both technical challenges and provide a vision for fully integrated protein sequencing on a microsystem. Contractors are prohibited from concurrently providing systems engineering technical assistance, advisory and assistance services, or similar support services and being a technical performer, unless a written waiver is granted by the DARPA deputy director. The program is expected to result in the award of other transaction (OT) for research agreements. Resource sharing is encouraged. Performers demonstrating successful technology under this agreement may be considered for follow-on agreements under the authority of 10 ****.
