Arkansas State University is accepting proposals for promotional items and clothing until August 12, 2025, at 11:00 AM Central Time. Proposals should be submitted to the specified addresses. The RFP was issued on July 15, 2025, and there is a deadline for questions on the proposal (July 24, 2025) and responses to questions (July 31, 2025). The university reserves the right to reject late proposals or any proposals, or waive any irregularities or informalities. No proposal may be withdrawn for 30 days after the submission deadline. The contract will be awarded to the vendor that best satisfies the university's needs at optimum cost and service performance. Cost will not be the sole criterion for determining the contract award. The contract will be governed by Arkansas law and the state and its agencies are protected from suit by sovereign immunity. The university will not reimburse any proposer's costs in preparing and submitting proposals. Proposals and documents become the property of the university and shall be open to public inspection following the proposal opening, excluding proprietary information as exempted by law. The bidder will obtain and maintain all necessary licenses and permits required to perform the services described herein at its expense and in its name. State law requires that specific contracts for services include performance standards to measure the overall quality of services provided. Promotional items made in China are prohibited. All items purchased with ASU trademarked logos must be purchased from a licensed vendor. The vendor must provide a historical and contemporary overview of the company, particularly related to the proposed work, proof of being a licensed vendor for Arkansas State University with affinity, and the names, addresses, and telephone numbers of three references. The vendor must agree and adhere to Arkansas Act 943 of 2025, which prohibits the use of public funds to purchase promotional items made in China. The university reserves the right to terminate this agreement with two weeks' written notice to the successful bidder. The university may be open to negotiations of performance standards before contract award, before the commencement of services, or at times throughout the contract duration. The proposals will be evaluated and awarded based on a comparative formula of relative weighting.
