The contract will be awarded to the proposer whose proposal is deemed to be the most advantageous to HCPS based on recognition, suitability, appropriateness of program, overall ability to meet needs, and financial value.

Proposers must submit a proposal including an organization overview, experience of personnel, statement of purpose, references, student/school information, success outcomes, timeline, and budget. Staff must pass criminal background checks.

Any indication of failure to meet Harford County Public Schools standards for delivery of services or inappropriate billing practices may be cause for immediate termination of the services.

HCPS reserves the right to terminate the contract at any time if the proposer is in material breach of any obligation of the contract, or for its convenience.

Proposals will be evaluated based on experience and qualifications (20%), technical approach (25%), evidence-based practices (20%), data evaluation (15%), staff qualifications (10%), and budget sustainability (10%).

Proposals must be submitted by qualified colleges, universities, educational organizations, and school improvement partners with demonstrated success in school turnaround efforts.

Failure to provide sufficient and required information may result in the proposal being rejected as nonresponsive. Proposals must be valid for at least 120 days from the deadline.

Vendors must demonstrate alignment with RCSD's vision, utilize research-based practices, coordinate effectively with school staff, and maintain compliance with student privacy requirements.
