The proposal submission deadline is Thursday, May 14, 2026, at 4:30 PM, and proposals must be electronically submitted to ***@***. *. * project may begin as early as June 15, 2026, and run through August 2, 2026.

The East Orange Board of Education will make every effort to pay vendors and contractors within thirty (30) to sixty (60) days, provided the board receives the appropriate documentation. Payment will be rendered upon completion of services or delivery of the full order of goods/materials/supplies. Interest shall not be paid unless goods and/or services have been rendered. All payments are subject to approval by the board of education at a public meeting.

The district intends to award a contract to the respondent whose response is most advantageous to the board, price and other factors considered, and who will provide the highest quality service at fair and competitive prices.

Respondents must be qualified providers capable of delivering comprehensive, school-based clinical mental health services. They must be able to implement a trauma-informed, multi-tiered system of support and be delivered by licensed clinicians. Vendors must also comply with all applicable New Jersey statutes and regulations, including affirmative action, business registration, and criminal history background checks for employees with regular contact with students.

The contract may be canceled or terminated by the contracting public agency, and all money due or to become due hereunder may be forfeited, for any violation of the antidiscrimination provisions of the contract occurring after notice to the contractor from the contracting public agency of any prior violation of this section of the contract. A business organization that fails to provide a copy of a business registration as required shall be liable for a penalty of $25 for each day of violation, not to exceed $50,000 for each business registration copy not properly provided.
