Offerors must have an active registration in the System for Award Management (SAM) and demonstrate ability to perform, including providing a project manager fluent in English, evidence of an established business in Jamaica or plans to establish one, proof of SAM registration, client references, and financial resources.

The contract maximum is JMD 39,000,000.

The contractor shall submit invoices monthly. Payment will be based on invoices submitted by the contractor for satisfactorily completed work.

Award shall be made to the responsive and responsible offeror who has the lowest price and is technically acceptable.

The government intends to make an award to the responsive, responsible vendor that represents the best value to the government, by virtue of being the lowest price, technically acceptable quote.

If the contractor cannot furnish an acceptable vehicle within the time limits, the government may deduct from the invoice amount based on 1/30 of the monthly lease cost multiplied by the number of days the vehicle was not in compliance.
