Applicants must have a unique entity identifier (UEI) number, be registered in SAM. gov, be current with IRS Form 990 filings or have an approved extension, and have completed all required federal audits if applicable. They must also not have delinquent federal, state, or local taxes or unresolved HUD audit findings.

False statements or misrepresentations in a proposal can disqualify an applicant. If discovered after funds are awarded, the contract will be in default, and the city may demand repayment of funds and void the contract.

Applications will be disqualified if not submitted by the deadline, if proposed activities are ineligible or do not meet a national objective or funding priority, or if applicants do not meet various registration, tax, and audit requirements. Being on the federal excluded parties list also leads to disqualification.

The period of performance for the base year is August 01, 2026 - July 31, 2027. Option periods extend through July 31, 2031.

Payment will be made by EFT. Invoices shall be submitted upon acceptance of deliverables.

Technical capability and past performance, when combined, are more important than price.

Prolonged delay exceeding 2 business days in resolving software problems will be noted in the governments various past performance records. The contractor agrees to indemnify the government for all damages suffered as a result of a disabling caused by disabling code.

A one-day onsite training will be conducted at Overton Brooks VAMC.

Inability of the contractor to remove disabling software code will be considered an inexcusable delay and a material breach of contract, and the government may exercise its right to terminate for cause.

Proposals must be submitted electronically by Friday, August 7, 2026, at 12:00 PM CT. Physical submission of sample materials is due by Friday, August 7, 2026, at 3:00 PM.

Payment will be made in accordance with the Illinois Local Government Prompt Payment Act. Interest will be paid if the district is late in making a payment.

Publishers warrant that goods supplied will have good title, be of merchantable quality, and be fit for the particular use intended, free from defects, and in full conformity with specifications. Warranties survive acceptance. Publisher shall promptly repair or replace goods for a period of 1 year from the date of delivery.

Award will be made based on the fees, experience, reputation and the financial stability of the publisher as well as compliance with the format, terms, and conditions of this request for proposal.

The school district may investigate the qualifications of any proposer under consideration and require confirmation of information furnished by a proposer, and require additional evidence of qualifications to perform the services described in this RFP.

Failure to comply with RFP requirements may lead to disqualification. Rejected goods shall be removed at the expense of the publisher. If publisher fails to deliver, district reserves the right to reject goods and cancel all or any part of the sale.

Sample materials (print or digital) are to be supplied at no cost to the district. Print materials are to be shipped to the purchasing department. Access to demonstration accounts for digital materials is also required.

NOLAPS will make payments directly to the vendor. Payments will be made for work performed or goods delivered after a purchase order is issued by the procurement department.

Proposer warrants that it will obtain an errors and omissions insurance policy providing a prudent amount of coverage for the willful or negligent acts, or omissions of any officers, employees or agents thereof.

Award will be made to the responsible vendor whose proposal is determined to be the best value to NOLAPS, considering experience, sustainable plan, work samples, local knowledge, personnel qualifications, DBE goal, and cost.

A minimum of 5 years of experience in providing consultation and training to school staff in supporting EL immigrant students and resources to EL immigrant families is required.

A virtual pre-proposal meeting will be held on Thursday, July 23, 2026, at 10:00 a. m. CST.

Sample work may be requested as part of the proposal submission.

Any proposer who submitted a proposal and has an objection to the award of the contract must furnish that protest, in writing, to the executive director of procurement within ten (10) business days of the notification of non-award.

Failure to submit required documents, failure to acknowledge all addenda, violation of the code of silence, or submitting a proposal not conforming to the prescribed format may result in disqualification.
