Dock Repair Government Bids & RFPs

The bid notice states that quotes must be submitted electronically by April 23, 2026, at 3:00 p. m. EDT. Late submissions will not be considered.

The town reserves the right to reject any and all quotes, to waive any informalities or minor irregularities, and to award the contract in the best interest of the town.

Contractor must be properly licensed and insured. All bidders shall be required to provide certification of occupational safety and health administration OSHA training in accordance with Massachusetts general law 30: section 39s, as amended by chapter 306 of the acts of ****, effective 7/1/06.

A site visit is required prior to submitting a quote. Contractors shall coordinate directly with the town to schedule a site visit. Site visits may be conducted independently. Contractors may contact the project manager, David Condon, to schedule access or request assistance if needed. Failure to attend a site visit may result in rejection of the quote.

The estimated cost of the project is approximately $16,000 to $20,000. This estimate is provided for informational purposes only and shall not be construed as a guaranteed or maximum price.

The bid notice states that contractors shall furnish all labor, materials, equipment, and supervision necessary to complete the dock and access repairs at 400 Center Street, Yarmouth Port, MA, as described in the RFQ. The contractor is responsible for verifying all existing conditions and measurements during the required site visit. All work shall be performed in accordance with applicable codes and industry standards.

The period of performance for this contract is from August 24, 2026, to November 1, 2026.

The contractor shall not be entitled to payment for any hours ordered pursuant to this clause until a written contract modification is executed.

The contractor shall furnish the contracting officer with proof of insurance for the duration of the contract, including ship repairers liability, comprehensive general liability, and full insurance coverage in accordance with the United States Longshoremen's and Harborworkers' Act and the state's workmens compensation law or its equivalent for all places of performance under this contract.

Any deviation in the production schedule which results in a delay in the completion of work on a vessel past the established performance period completion date may entitle the government to remedies for late performance under subparagraph f of this clause titled excusable delays.

The intended period of performance for this contract is from June 3, 2026, to July 17, 2026. The offeror is required to complete the preparation and preservation work within this timeframe, working 7 days a week, 2 shifts per day until task completion, as stated in the solicitation.

The anticipated award will be made to the responsible vendor that can satisfy this requirement in conformance with the solicitation and is determined to be the best value to the government, price and other factors considered. In determining the best overall response, the combined non cost price factors technical qualification and past performance are more important than the cost price factor, as stated in the solicitation.

The successful offeror is required to provide the government with documentation of the following qualifications or NAVSEA approved alternatives: AMPP C7, AMPP C12, AMPP C14, AMPP CAS Level 2, and QP 1. Additionally, the offeror must be at least Level 1 self-certified in the Cybersecurity Maturity Model Certification (CMMC) within the SPRS module in the PIIE, as detailed in the solicitation.
