This Performance Work Statement (PWS) outlines the requirements for Security Assistance Mentor and Cultural Advisor (SAMA) support to the United States Military Group Iraq (USMILGP-IRAQ). The contractor is responsible for developing and maintaining a Quality Control Program (QCP) and ensuring personnel adapt to local customs and culture. Travel within the USCENTCOM AOR is required, with specific procedures for deployment processing, temporary duty assignments, and rest and recuperation (R&R). The government will reimburse approved Other Direct Costs (ODCs).
The period of performance will consist of a 12-month base period with 4, 12-month evaluated option periods and include FAR clause **** Option to Extend Services for up to 6 additional months.
The contractor is authorized to reimburse contractor personnel for costs incurred and per diem costs while officially in a TDY status. Payments will be made IAW Joint Travel Regulation JTR rates.
All contractor personnel must have as a minimum a verifiable four-year degree at an accredited institution in an area relating to the position description or a four-year degree in another field, but with a high level of experience in the area relating to the position description. The government may waive the requirement for a four-year degree on a case-by-case basis when the government determines a candidate for deployment has significant experience that could overcome the lack of a four-year degree.
