The response deadline is July 9, 2026, at 3:00 PM CT.

The university is governed by the Tennessee Prompt Pay Act of ****, allowing 45 days for payment. It is common practice to pay within thirty (30) days from receipt of an undisputed invoice. A prompt payment discount will be considered in the award process when given for 30 days (e. g. , 1/15, net 30).

An award will be made to the lowest responsive and responsible bidder considering ability to perform, conformity to specifications, pricing, company history and references, contractors qualifications and experience, and willingness to accept a university purchase order.

The company must have been in business providing crowd and event control services for a minimum of five (5) continuous years. Proposer must have all licenses, permits, and certificates of insurance required by federal and state laws. All personnel supplied by the contractor must be at least 18 years of age, speak English fluently, and guards must have mandatory sexual harassment training, unarmed security license, deescalation training, first aid/CPR training, and safe restraint training.

Any responsive and responsible proposer that has submitted a compliant bid has seven days after bid closing to request a bid tabulation.

Failure to complete the bid form or comply otherwise with the bid requirements and specifications may be cause for rejection of bid. Failure to provide documents upon request will cause your bid to be considered nonresponsive. Failure to sign the proposal will result in the disqualification of your entire ITB proposal.

The contract term is seven 7 year contract term, commencing on or about January 1, 2027.

Quotations are due July 20th, 12 noon local time. No quotations will be accepted after this time.

Payment will be made by the U. S. Embassy Suva FMO Office. Invoices are to be submitted to ***@***. *. * Added Tax (VAT) is not included in the CLIN rates and will be priced as a separate line item.

Award will be made to the lowest priced, acceptable, responsible offeror.

Offerors must have a minimum of 10 years of professional event planning and production experience, with a proven track record of executing public events of at least 5,000 attendees. They must also demonstrate experience managing comparable events, technical production, artist relations, subcontractor coordination, audience services, and event marketing. A project manager with minimum 4 years of relevant experience is required, and key staff must have sufficient fluency in English. Offerors must be registered in the SAM system.

Failure to be registered in the SAM system prior to proposal submission may deem the offeror's proposal to be considered non-responsible and no further consideration will be given.
