The successful contractor will provide environmental services for sea turtle nest monitoring and management at Naval Base Guam and Marine Corps Base Camp Blaz. The solicitation is for a construction project to upgrade the electrical infrastructure at the Hershel Woody Williams VA Medical Center. The project includes general construction, excavation, demolition, and electrical work. A site visit is strongly recommended on March 10, 2026. Proposals are due by 1:00 PM on April 29, 2026, and must be delivered to the specified address. The government will use the best value tradeoff source selection method. The magnitude for construction for this project is between $10,000,000 and $20,000,000. The contractor must provide proof that an OSHA certified competent person will maintain a presence at the work site. All requests for information must be in writing and received prior to 1:00 pm march 24, 2026. The government intends to award one contract. The offer must be valid for 120 calendar days for acceptance. A bid guarantee is required. The contractor shall provide a minimum one 1 year warranty. The contractor shall maintain progress in accordance with the approved construction schedule. The contractor shall submit, within thirty 30 calendar days of notice to proceed, a realistic schedule showing the order in which the work will be performed under this contract, including but not limited to, manpower and trade. The contractor shall develop a quality control plan and shall furnish to va for review no later than 30 calendar days after the receipt of notice to proceed. The contractor shall develop and implement a comprehensive safety plan to eliminate injuries occurring relative to providing the construction services for this project. The contractor shall furnish to va for review no later than 15 calendar days after the receipt of notice to proceed. The contractor shall provide three 3 complete sets of om manuals including a recommended spare parts list identifying components adequate for competitive supply procurement for operation and maintenance of the system. The om manuals shall include maintenance and inspection for all equipment. A threering binder containing all of the om and electronic files on cdrom shall be provided within the binder. pdf version to be provided electronically. The contractor shall provide the cor with required reporting requirements per the specifications, all daily logs shall be sent to the cor via email by monday noon from the following week. all weekly payrolls shall be provided and up to date prior to end of month and prior to request for payment. electronic media is acceptable. all invoices shall be received within 5 days of the first of the month, and is subject to prior cor approval. The contractor must inform the vha cor when personnel are removed from the contract for any reason. The contractor must immediately notify their cor or contracting officer if contract performance is jeopardized due to contractor employees being denied entry into va facilities. The contractor shall comply with executive order ****, combating antisemitism. The contractor shall conduct a reasonable inquiry to determine if there are any prohibited products or services. The contractor shall report the following information, or as much information is known, in writing to the contracting office as identified in paragraph h2 within 72 hours. The contractor shall review sam at least once every three months, or as advised by the contracting officer, to check for covered articles subject to fascsa orders, or for products or services produced by a source subject to fascsa orders not currently identified under paragraph e of this clause. The contractor shall submit a report to the contracting office identified in paragraph h2 of this clause if the contractor identifies, including through any notification by a subcontractor at any tier, that a covered article or product or service produced or provided by a source was provided to the government or used during contract performance and is subject to a fascsa orders.
