Subsea System Government Bids & RFPs

Deliver on or before December 31, 2026, FOB destination.

Payment shall be made for items accepted by the government that have been delivered to the delivery destinations set forth in this contract.

The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.

The government will award a single order resulting from this rfq to the responsible quoter whose quote conforming to the rfq will be most advantageous to the government, price and nonprice factors considered.

All evaluation criteria will not be accepted. The offeror must be currently registered in the system for award management sam to be eligible for an award.

Quotes received from contractors who are not active in sam will not be considered.

The required delivery time is ****.

If no surcharge is applicable, the government's preferred method of payment is via credit card. Otherwise, electronic payment will be made via Wide Area Workflow (WAWF).

The government will make award to the lowest priced technically acceptable (LPTA) offeror.

The offeror must have and maintain CMMC Level 2 C3PAO certification.

If after award the items delivered are determined not to be in new condition and/or are determined to be delivered from outside the US, the government has the right to terminate for cause with the contractor liable to the government for any and all rights and remedies provided by the law including excess reprocurement costs.

Offers received after the closing date are late and may not be considered for award.

The period of performance for the training is from 01 Sep 2026 to 31 Aug 2027.

Payment will be made by the code specified in block 18a. Invoices are to be submitted to the address shown in block 18a unless otherwise specified. Wide Area Workflow (WAWF) is the system for electronic processing of vendor payment requests and receiving reports.

The government intends to award to Blueye Robotics on a sole source basis. Therefore, price will be the only factor considered.

All instructors shall be certified or have documented experience in Blueye X3 ROV operations and training.

The base year for performance is October 1, 2026, through September 30, 2027. Option years extend through September 30, 2031. The government anticipates a firm fixed price ffp contract and invoicing should be issued in accordance with completed and accepted milestones or deliverables in accordance with the statement of work.

Payment terms are Net 30. The government intends to award a trade off, single firm fixed price purchase order on an all or none basis with payment terms of net 30.

Offers will be evaluated based on price and the factors set forth in paragraph a. The evaluation will consider the non price technical solution, technical approach, and prior experience to be more important than price. The government may make award to other than the lowest priced offeror or the offeror with the highest technical rating if the contracting officer determines that to do so would result in the best value to the government.

Offeror shall have an active registration in the System for Award Management (SAM). Must provide their UEID cage code with their quote.

Offers that are non-responsive may be excluded from further evaluation and rejected without further notification. Failure to provide all information to aid in the evaluation may be considered non responsive.
