Proposals are sought from qualified and licensed firms. The successful respondent must comply with airport security requirements and may be subject to background investigations. A valid government-issued identification card will be needed for entry to the site walkthrough.

A mandatory site walkthrough will be held on July 16, 2026, at 9:00 AM AST. Please meet at the entrance to the Gordon Finch Molasses Pier by 8:55 AM AST. A valid government-issued identification card will be needed for entry.

Any protest must be filed in writing and received by the authority within seven (7) calendar days of the date of the occurrence of the event that is the subject of the protest.

The authority reserves the right to reject proposals for failure to follow specifications, altering terms, or if the response is determined to be unreasonable. Communication with authority members outside of the specified channels may also lead to disqualification.

The deadline for bid submissions is Friday, July 31, 2026, at 04:00 PM AST.

Proposals must be received no later than Tuesday, August 4, 2026, at 4:30 p. m. Atlantic Standard Time.

Proposals will be evaluated and rated according to the following criteria in descending order: a project approach, b qualifications, c experience, d references, and e cost. The price shall not be the sole criterion of awarding this project.

Selection criteria will include professional qualification, registration, and general reputation of principals of the firm or person; the extent to which the firm or person specializes in or has provided services of a type and scope similar to the hereunder; familiarity with the location(s) in which services will be performed; project approach and capability of meeting schedules; and quality of performance on other similar projects.

The selection committee may, at its option, request any or all proposers to participate in onsite or virtual interviews.

The contracting officer shall consider all protests or objections to the award of a contract, within ten 10 calendar days after receipt of a notice of award/non-award.

Failure to provide any supplementary documentation to comply with the respondents proposal may be grounds for disqualification.
