Responses to this IFB must be received June 3, 2026, at 10:30 AM CT.

Payment will be made in accordance with the pricing provided on Exhibit C. Invoices must be submitted monthly and describe work completed in detail. HHSC will not pay for per diem, travel, hotel, or other incidental expenses.

Award will be made to the bidder who provides the best value to the state, considering meeting requirements, ability to meet performance delivery, and price.

Bidders must have at least three years of relevant experience, and personnel assigned must have at least two years of relevant experience and a valid driver's license. Personnel must be at least 18 years of age.

Failure to correct deficiencies may result in delayed payment or nonpayment. Noncompliance with conduct standards may lead to removal of employees or contract termination.

Failure to comply with communication restrictions, submitting exceptions to the IFB, including assumptions, or failing to submit required documentation may result in disqualification.

The historical spend for similar services was $30,000 for the period August 31st, 2024 - September 1st, 2025.

The performance period for the contract is anticipated to be from June 1, 2026, to May 31, 2031, including a 12-month base period and four 12-month option periods.

The government's intent is to award a single contract to a prime contractor who demonstrates a comprehensive, integrated solution that addresses the capabilities outlined in the AOI solution attributes.

Companies should provide evidence demonstrating capability in relevant and/or representative environments and show experience in successfully fielding solutions into operations.

The anticipated budget for this effort is $27,000,000 to $37,000,000 for the full period of performance.
