Rowan University is seeking proposals for academic regalia, accessories, and diploma cover services. The contract will be for one year with four possible one-year renewals. Proposals are due August 4, 2026. Vendors must submit physical samples of products. Electronic submissions are required.
All regalia and related products must be delivered by the deadlines established by Rowan University in advance of commencement ceremonies and other official academic events.
All fees will be paid to the vendor within 30 days upon acceptance of the deliverable. Full completion is required for payment. No earnest money or partial or periodic payments will be made.
Vendors must supply Rowan University with any and all applicable warranty information, whether expressed or implied. All new machines are to be guaranteed for a period of one year from time of delivery and/or installation.
The award will be based on a review and analysis of all proposals to determine which proposal best meets the university's needs, with scoring criteria including quality, variety of products, pricing, delivery reliability, customer service support, experience, and ability to provide custom regalia.
Proposers must be responsible and submit all required procurement documents. Criminal background checks are mandatory for all non-university personnel performing work on campus.
Failure to include requested documentation may result in rejection. Failure to comply with business registration requirements can result in a penalty of $25 for each day of violation, not to exceed $50,000.
Vendors are requested to submit physical samples of regalia, color swatches, fabric samples, diploma covers, and any proposed accessories for committee evaluation. Submissions must be received by August 4, 2026.
Protest of restrictive specifications or improprieties in the solicitation must be received by the procurement department in writing not less than ten 10 working days before the closing date for receipt of submissions.
Submissions that fail to meet the requirements of the RFP, are conditional, incomplete, obscure, contain additions or deletions, or contain errors shall be rejected. Failure to include required procurement documents may result in automatic rejection.
