The base period of performance is from 14 September 2026 through 05 December 2026. Option periods extend through 28 December 2026.

Payment will be made by Electronic Funds Transfer (EFT). The contract is exempt from Japanese consumption tax.

The award will be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The evaluation factors are technical capability and price (lowest price quote).

Sources must be duly authorized to operate and do business in Japan. The contractor must provide a certified operator and proof of certification for heavy-duty, self-propelled modular transporters or equivalent jacking and carrying systems.

Submissions that omit required information, contain ambiguities, or are incomplete may not be considered. Quotations must be on an all or none basis; partial or incomplete quotations are ineligible for award.

The overall period of performance is anticipated to be around 73 calendar days. The contractor who receives the award is required to commence work within 10 days of receiving the notice to proceed. The period of performance is inclusive of receipt and acceptance of all submittals by reclamation, as well as final cleanup.

Payment requests for the anticipated contract are required to be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP) system. The contractor must use the ipp website to register access and submit requests for payment.
