The Graham Correctional Center is seeking a vendor to upgrade its sallyport gate systems. Bids must be submitted no later than October 17, 2025, at 10:30 AM. A mandatory pre-bid conference and site visit are scheduled for October 8, 2025, at 11:00 AM. Vendors must confirm attendance by October 7, 2025, at 2:00 PM. The contract has an initial term commencing upon the last dated signature of the parties and ending on June 30, 2026. The maximum total term of the contract, including the initial term, any renewal terms, and any extensions, will not exceed ten (10) years. The state is not obligated to award a contract. If awarded, the contract will be awarded to the responsive and responsible vendor who submits the lowest price. The state will post a notice to the bidbuy system identifying the apparent low-cost vendor. Transportation of equipment, supplies, and materials is included in the awarded project amount. Vendors must provide all necessary licenses, certificates, permits, and insurance to fulfill the contract. All contractual personnel who perform onsite services may be subject to undergo a urinalysis or blood test. The vendor shall coordinate with Graham Correctional Center's chief engineer and schedule all services with minimal interference to employees and individuals in custody. All planned service work under this contract shall be discussed with and approved by the chief engineer prior to the vendor proceeding. All work shall be performed in the presence of the chief engineer or designee. The services shall be provided between 7:00 AM and 3:00 PM, Monday-Friday, excluding holidays. The vendor will not be compensated for any time off institutional grounds. The signing-in/out must be completed in the presence of an IDOC employee. The vendor's employees must obtain and wear a temporary ID while on premises. Unattended vehicles must always be locked, and at no time shall any vehicle be left unattended with the motor running or the key in the ignition. All Illinois Department of Corrections security rules at Graham Correctional Center will apply to employees of the vendor, including vehicles, machinery, and hand tools. Upon request, the vendor shall provide all appropriate training certifications to the facility prior to the start of the contract. The total price of this contract is estimated. The maximum amount will be entered by the state prior to execution of the contract. The state may terminate this contract, in whole or in part, immediately upon notice to the vendor if the state determines that the actions or inactions of the vendor, its agents, employees, or subcontractors have caused, or reasonably could cause, jeopardy to health, safety, or property, or if the vendor has notified the state that it is unable or unwilling to perform the contract. The state may, for its convenience and with thirty (30) days prior written notice to vendor, terminate this contract in whole or in part and without payment of any penalty or incurring any further obligation to the vendor. This contract is contingent upon and subject to the availability of funds. The vendor shall maintain books and records relating to the performance of this contract for a period of three (3) years from the later of the date of final payment under the contract or completion of the contract. If federal funds are used to pay contract costs, the vendor must retain their records for five (5) years. The vendor and its subcontractors shall cooperate fully with any such audit and with any investigation conducted by any of these entities. Time is of the essence with respect to vendor's performance of this contract. Each party to this contract, including its agents and subcontractors, may have or gain access to confidential data or information owned or maintained by the other party in the course of carrying out its responsibilities under this contract. Payments, including late payment charges, will be paid in accordance with the state prompt payment act and rules when applicable.
The supplies furnished under this contract will be merchantable, of good quality and workmanship, and free from defects for a period of twelve months or longer if so specified in writing, and fit and sufficient for the intended use.
The state will award the contract to the responsive and responsible vendor who submits the lowest price.
