This is a Request for Quotation (RFQ) for engineering, architectural, and construction services for the revitalization and re-qualification of the outdoor area of the cafeteria and bathrooms at the US Consulate Recife. The contractor shall begin performance within 15 calendar days and complete it within 75 calendar days after receiving award. Quotations are due by August 14th, 2026, at 4pm Brasilia time. Offerors must be technically qualified and financially responsible, registered in SAM, and have prior construction experience. A site visit is scheduled for August 3-7, 2026. The estimated project value is between $25,000 and $100,000.
The contractor shall begin performance within 15 calendar days and complete it within 75 calendar days after receiving award, notice to proceed.
The U. S. government will authorize partial invoicing when each of items of the item 07 detailed project budget spreadsheet from attachment 1 sow, referenced in section i, is 100% complete. The 14-day period for payment is changed to 30 days.
The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.
Award will be made to the lowest priced, acceptable, responsible quoter.
Offerors must be technically qualified and financially responsible, able to understand English, have an established business in Brazil or plans to establish one within 30 days of award, be SAM registered, demonstrate prior construction experience, have necessary personnel, equipment and financial resources, possess all required licenses and permits, be able to obtain performance security, and have no adverse criminal record or affiliations contrary to U. S. interests.
If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the government in the amount of R 1,**** mil reais for each calendar day of delay.
A site visit has been scheduled for August 3 to 7, 2026. Participants will meet at the U. S. Consulate General in Recife.
Failure to be registered in SAM at the time of proposal submission may deem the offeror's proposal to be considered non-responsible. Failure to timely submit required security may result in rescinding or termination of the contract.
The range in price of this contract will be between $25,000 and $100,000.
