RFP **** is for a 50-day dry cargo time charter of U. S. or foreign flag, self-sustaining roll-on/roll-off vessels. Vessels must carry a minimum of 130,000 sqft of military cargo with a minimum laden speed of 15 knots. Delivery and redelivery will be in Tacoma, WA, USA. Proposals are due by July 22, 2026, at **** Eastern Time. A valid submission requires at least a ship name, price, and signature. The government intends to award up to three firm-fixed-price contracts to technically acceptable proposals representing the lowest price. Offerors are encouraged to submit multiple offers with alternative terms. Protests should be served on the contracting officer.
Laydays commencing cancelling is August 29, 2026. Offerors are encouraged to submit offers as soon as possible due to potential email delays.
Payment will be made by ERP DFASCL PAY. Submit electronic invoices in accordance with DFARS **** Wide Area Work Flow payment instructions.
Ownerofferor shall submit a warranty that they acknowledge and will meet all requirements of the solicitation and corresponding proforma.
The government will award up to three contracts to responsible offerors whose technically acceptable proposals represent the lowest price to the government.
A valid submission consists of at least a ship name, a price, and a signature. Offerors must also submit items 1a, 5, 6c, and 6d, and their warranty validates acknowledgment of items 1b, 1c, 2, 3, 4, 6a, 6b, 6e through 6g.
Protests must be served on the contracting officer within one day of filing a protest with the GAO.
Failure to provide any of the submission requirements outlined in part Xa12 may result in a proposal being not eligible for award. An offer which lists more than one vessel may be found unacceptable.
