Delivery quoted must be stated in terms of work days after receipt of the order.

price quoted shall be f. o. b. delivered to the place designated on purchase order.

any contractor or subcontractor who is deemed to have made a false statement shall be declared to have acted in default of its contract and shall be subject to the remedies for default contained in its contract.

for failure to cure such a default, the contractor or subcontractor shall be automatically excluded from bidding for the supply of any goods or services for use by the city for a period of two years.

Bids are due by Wednesday, August 5, 2026, at 10:00 a. m. Late bids will be rejected. Deliveries are to be made between 7:00 a. m. and 3:00 p. m. , Monday through Friday, legal holidays excluded.

The contractor shall submit invoices to the location designated by the city. Invoices which do not include required attachments will be returned to the contractor and time for payment shall be calculated from the time an accepted invoice with all required attachments is received by the city.

All work shall be guaranteed by the contractor against defects resulting from the use of inferior materials, equipment, or workmanship for one year from the date of final completion of the contract.

The contract will be awarded to the responsive and eligible bidder offering the lowest total estimated contract price for bid evaluation purposes.

The bidder shall have been in the business of providing the products and or services for which it is submitting prices herein, for a period of no less than five 5 consecutive years prior to the bid opening date. The bidder shall have provided such services or goods of the size and scope similar to that described herein to no less than five 5 commercial or industrial customers within the last two 2 years.

If any provision of this agreement is declared or found to be illegal, unenforceable, or void, then both parties shall be relieved of all obligations under that provision. The remainder of the contract shall be enforced to the fullest extent permitted by law.

The city may request inspection of samples of all products on the price sheet before determination of equal to quality.

Bids which are incomplete, conditional or obscure, or which contain any additions not called for, or which otherwise do not conform to the requirements of the applicable statutes or to the requirements for submission set forth herein will be rejected as nonresponsive. Bids which contain erasures, alterations or irregularities of any kind or which fail to fully meet the requirements for bid submission set forth herein, or which contain abnormally high or abnormally low prices for any item of work may be rejected as nonresponsive.

All services must commence within 45 calendar days of purchase order receipt and be completed within 90 calendar days.

The tribe will evaluate submissions based on on-time and complete submission, license requirements, projected completion date, lead time, previous performance, statement of qualifications, current and pending workload, capability, and pricing versus the market.

Bidders must be normally engaged in performing the specified type of work, have adequate resources, be an active registered vendor with the tribe, have an existing active funded mold service agreement with the tribe's housing department, hold a current certified license, have a minimum of two years of experience, and maintain adequate insurance.

A mandatory pre-bid conference is scheduled for July 30, 2026, at 12:45 PM ET at 780 Micco Trail, Okeechobee, Florida, **** must stay for the duration.

The deadline for questions is August 4, 2026, at 5:00 PM ET.

Failure to attend the pre-bid conference for more than ten minutes, submitting multiple questions in one formfield, altering provided files, illegible or unintelligible submissions, or being unresponsive during post-submission clarification may result in disqualification.

Installation is preferred during the fall/early winter window. Please indicate your earliest available start date and expected duration on site.

Bidders should include a stated warranty period on materials and workmanship in their submission. The city reserves the right to reject any or all quotes, to request clarification or a site visit, and to award to other than the lowest quote where warranted by materials, warranty, or schedule.

Quotes will be reviewed by the Tifa board on price, proposed material/system, warranty terms, and ability to meet the preferred timeline.

Submissions must include company name, contact information, and Michigan business registration/license. Proof of insurance and references are also required.
