Evaluation criteria include firm qualifications (30 points), staff experience (15), applicable state project experience (10), approach and proposed methods (35), and project execution (10).

Firms, other than sole proprietorships and general partnerships, shall be registered with the office of the Iowa Secretary of State. All plans, specifications, and cost estimates must be prepared by a design professional licensed or registered in the state of Iowa.
