The period of performance for the BPA is from 01 Jul 2026 to 30 Jun 2031.

Key personnel must possess current EOD certification or equivalent civilian UXO technician certification compliant with DDESB TP 18.

The government may terminate this contract, or any part hereof, for cause in the event of any default by the contractor, or if the contractor fails to comply with any contract terms and conditions, or fails to provide the government, upon request, with adequate assurances of future performance.

The contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the contractor and without its fault or negligence.

Deliver all final, accepted products within 90 days of contract award to Sembach Kaserne, Sembach, Germany.

Interested vendors must submit a capability statement detailing company information, facility location, technical sourcing capability, integration capability, and execution structure.

In-person sizing and fitting sessions are mandatory and must be performed by the contractors staff at a professional retail or shop facility located within a 30 kilometer radius of Kaiserslautern, Germany.

Submissions that propose virtual fittings or locations outside the 30 km radius of Kaiserslautern will not be considered. Split awards or dividing requirements among multiple contractors are highly discouraged.

Delivery shall be F. O. B. destination to USCG Surface Forces Logistics Center, **** Hawkins Point Road, Baltimore MD ****, Mark for: Receiving Room Bldg. 88.

The U. S. Coast Guard intends to award on an all or none basis to a responsible offeror whose offer conforming to the solicitation will be the most advantageous to the government. Award will be lowest price technically acceptable.

Companies must have valid DUNS numbers and be registered with Systems for Award Management (www. ***. *. *) and shall provide the company tax information number (TIN) with their offer.

Failure to meet the packing, packaging, marking and bar coding requirements will result in warehouse rejection and items will be shipped back to vendor. Items that are not individually packaged will not be received by the warehouse and will not be acceptable. Do not submit quote if you cannot meet the packaging requirements within this solicitation. Standard commercial packaging is unacceptable.

Bids are due July 1, 2026. Delivery time under normal conditions must be stated in the bid.

Payment will be made net 30 days after receipt of a properly submitted invoice or the city's acceptance of the supplies or services, whichever is later.

Seller warrants that supplies will be of good materials and workmanship, free from defects, and conform to specifications. Warranties remain in effect for 1 year from acceptance or as specified.

The bid award will generally go to the lowest secure bidder: the supply or service that can best meet the city's needs at the lowest cost.

Bidders must agree to the terms and conditions of the City's standard purchase agreement. Authorized agents must sign certain documents.

Failure to deliver as specified may result in the city terminating the agreement and pursuing collection under any performance bond, as well as seeking other damages.

Bidders not recommended for award may submit an appeal via email to the assigned buyer before the SSA committee meeting.

Bids received after the stated date and time will not be accepted. Communication with other city staff could result in disqualification.
