This is a Call for Solutions (CFS) issued under the authority of 10 **** for the development of a prototype Shipboard Isolation System (SIS). The government intends to award multiple prototype Other Transaction (OT) agreements. Offerors are invited to submit solution briefs. Key technical requirements include maintaining negative pressure, specific filtration efficiencies (HEPA), directional airflow, patient access via glove ports, visual and audible alarms, utility ports for cables and supplies, and compatibility with shipboard power. The system must also be durable, supportable for a 2-week mission, and resistant to environmental conditions. The evaluation will be based on technical merit, innovation, and non-traditional small business participation. The effort is phased, with up to three prototype awards for Phase I, followed by a downselect to Phase II for up to two prototypes. The bid notice states that for Phase I, the contractor shall deliver up to 15 prototypes within 90 days of award. For Phase II, contractors selected shall deliver up to fifteen prototype systems within 60 days after notification of successful downselect.
The bid notice states that the SIS, excluding filters, shall have an effective shelf life of at least 5 years or be provided with a warranty for a period of at least 5 years.
The government will evaluate solution briefs based on the merit of the proposed solution in addressing the call, not against other submissions. The evaluation criteria for prototype selection include technical merit, innovation, and non-traditional small business participation.
The government will assess the credibility and feasibility of the proposed technical approach, the novelty of the proposed solution and intellectual property approach, and whether the offeror meets conditions under 10 ****, with a focus on significant participation from non-traditional defense contractors and/or small businesses.
The bid notice states that if an offeror identifies a potential error, omission, or other issue in the draft call for solutions, the offeror must notify the government POCs in writing during the question period, which ends on May 8, 2026.
