The anticipated delivery of the XRD system shall occur within 120 days after receipt of an order (ARO).

The bid notice states that a one year manufacturer's warranty is required for the X-ray diffraction system.

The bid due date is May 6, 2026, at 2:00 PM PDT.

The type of award is lump sum.

The QA deadline is April 27, 2026, at 12:00 PM PDT.

The deadline to submit a response to this RFP is July 9, 2026.

In evaluating proposal responses, the following considerations will be taken into account for qualification recommendations: 1 the purchase price market price, hourly rate, emergency rates 25 points; 2 the reputation of the vendor and of the vendor's goods or services services and references of like sized school district 10 points; 3 the quality of the vendor's goods or services 20 points; 4 the extent to which the goods or services meet the district's needs 25 points; 5 the vendors' past relationship with the district 10 points; 6 the total long-term cost to the district to acquire the vendor's goods or services 10 points.

Frisco ISD defines a responsible vendor as a qualified and established firm regularly providing the products and/or services requested by an FISD solicitation that has an adequate number of trained staff to fulfill purchases made through a purchase order within a specified time.

All questions regarding this open solicitation must be submitted through IonWave during the question period and before May 22, 2026, at 12 PM CT.

The closing date for the delivery of a response to this combined synopsis/solicitation is on or before 5:00 PM Eastern Time (ET), on 23 April 2026.

The government will award a contract resulting from this combined synopsis/solicitation based on the tradeoff/best value analysis of responsible offers whose service meets the requirements as listed in the performance work statement. The evaluation factors are 1 technical approach and program management, 2 provider network and end-user experience, 3 past performance, and 4 price. When combined, the nonprice factors are more important than price.

Offerors must submit a price proposal, a technical description of the items being offered, past performance information (up to three recent and relevant contracts/subcontracts), a statement specifying the extent of agreement with all terms, conditions, and provisions, insurance documentation, and completed FAR provisions regarding telecommunications and video surveillance services or equipment. Offerors are required to be actively registered with the System for Award Management (SAM).
