The deadline for proposal submission is Friday, May 15, 2026, by 4:30 p. m. Hawaii Standard Time (HST). Proposals must be postmarked by the United States Postal Service on or before this date or hand-delivered by this time.

The State will use a cost reimbursement pricing structure, paying for budgeted costs actually incurred up to the stated maximum obligation. Monthly payments are conditional upon the receipt and preliminary approval of quarterly activity reports and subsequent monthly program reports.

Proposals will be evaluated based on administrative requirements, program overview, experience and capability, project organization and staffing, service delivery, and financial aspects. A three-phase evaluation process will be used, culminating in a recommendation for award.

Applicants must demonstrate necessary skills, abilities, and knowledge for delivering proposed services, relevant experience in similar projects, a quality assurance and evaluation plan, capability to coordinate services with other agencies, and adequate facilities. Staff and trainers must meet specific educational and experience qualifications.

Failure to comply with contractual specifications may be deemed cause for corrective action and subject to contractual remedies. Proposals may be rejected for various reasons including late submissions, inadequate responses, or non-responsiveness.
