Clackamas County is seeking multiple towing and storage service providers. Providers will contract directly with the county's dispatch service provider. This is a non-exclusive agreement. Providers must comply with RFQ conditions and the resulting contract to be considered for rotational tow lists. Quotes are due by June 18, 2026, 2:00 PM PST and must be submitted electronically via Bid Locker. Email submissions will not be accepted. All quotes are binding for sixty days. Prospective quoters must register on Bid Locker. Questions regarding the RFQ should be directed to the procurement analyst. Communication with county employees about the RFQ outside of the procurement office is restricted. All quoters will be subject to a review by the Sheriff's office, including background checks and DMV records checks. Tow trucks and equipment will undergo annual inspections, with additional inspections possible. Vehicles not inspected and approved will not be used. Response times are specified for different tow classes. Contractors must inform dispatch within six minutes if they accept an assignment and cannot reject it later except for circumstances beyond their control. Failure to adhere to response times or other requirements may result in suspension or termination of the contract. The contract term is 2 years with two optional 2-year renewal periods.

Quoters must be willing to comply with the conditions of the RFQ and resulting contract. Tow trucks and equipment must pass inspection. Drivers must have appropriate licenses and certifications.
In the event of noncompliance with any tow contract condition, the contractor may be subject to review, monetary penalties, suspension, or termination of the tow contract. Specific penalties are outlined for various infractions, including suspensions from the rotation list and violation fines.
Mandatory inspections of tow trucks and equipment are required annually, with the Sheriff's office having the right to conduct additional inspections without notice.
Failure to comply with RFQ conditions, contract terms, or Sheriff's directives can lead to review, penalties, suspension, or termination. Violations of laws, use of substandard equipment, failure to safeguard vehicles, or engaging in conduct damaging to the public image can result in summary suspension or termination.
