This is a solicitation for construction services to renovate the existing inpatient pharmacy to meet USP 800 standards at the VA Medical Center in Clarksburg, WV. The project includes general construction, alterations, infection control measures, and demolition. Bidders must be registered in SAM and verified in the SBA VetCert database. A mandatory pre-bid site visit is scheduled for April 1, 2026. All requests for information must be submitted in writing via email by April 13, 2026. Pricing must be submitted using the bid schedule. Offers are valid for 120 calendar days. A bid guarantee of 20% of the bid price, not to exceed $3,000,****, is required. The magnitude of construction is estimated between $2,000,000 and $5,000,000. The solicitation is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Contractors are responsible for obtaining required licenses and paying local business taxes. A public bid opening will be held on April 28, 2026. Contractors must submit proof of an OSHA certified competent person on-site. An approved Infection Control Risk Assessment (ICRA) plan must be submitted prior to the notice to proceed.
The contractor shall begin performance within calendar days and complete it within calendar days after receiving award, notice to proceed. The duration of this project is 496 days.
Payment will be made by electronic submission of payment requests through the VA's electronic invoice presentment and payment system. Invoices shall comply with FAR ****.

The government contemplates award of a firm-fixed-price contract resulting from this solicitation.

The contract may be terminated or suspended in whole or in part, and the contractor may be suspended or debarred in accordance with 29 CFR **** and subpart 9. 4 if the contractor does not comply with the notification of employee rights under the National Labor Relations Act.
It is strongly recommended that bidders send a representative to attend the pre-bid site visit on Wednesday, April 1, 2026, at 2:00 p. m. at the VA Medical Center, Engineering Building 7, Clarksburg, WV. Individual site visits will not be conducted.
