Light Sustainability Government Bids & RFPs

Proposals are due no later than 12:00 PM CST on Tuesday, August 4, 2026.

Proposals will be evaluated based on qualifications and experience, quality of past performance, quality of personnel, financial stability, MWBE profile, and hourly rate schedules.

Proposers must demonstrate professional qualifications and experience necessary for satisfactory performance, provide appropriate reference examples of prior engagements, show the quality of their personnel, and furnish sufficient evidence of financial abilities.

Consultant will be required to perform necessary site visits to thoroughly understand all existing conditions for each proposed design project before submitting a task order proposal.

Protests or challenges concerning the process, ambiguities, or defects of the RFP must be submitted within seven (7) calendar days after publication of the RFP.

Proposals received after the deadline may be deemed nonresponsive and ineligible for consideration. Submittals that do not comply with requirements or contain irregularities may be rejected. Proposers found to have falsified information or barred from doing business with government entities may also be rejected.

The closing date for receipt of expressions of interest is June 2, 2026, at 3:00 p. m. EDT.

The Architect of the Capitol (AOC) will select an ESCO based on qualifications using a two-step process, with technical competencies and experience, management approach, and past performance being of equal importance.

ESCOs must submit information on their technical competencies and experience, management approach, and references for past performance, as detailed in section 5 of the notice.

The deadline for the delivery of proposals is May 11, 2026, by 2:00 p. m. local time. Proposals received after this time will not be accepted.

Invoices are due thirty (30) days after the university's receipt and approval of the invoice. The university's preferred payment method is ACH payments.

Warranties shall be stated by component and start at substantial completion unless otherwise identified.

Award will be based on the vendor's ability to offer the best value, considering quality, past performance, and price, as well as anticipated quality of service.

To qualify for evaluation, a vendor's proposal must be responsive, submitted on time, and materially satisfy all mandatory requirements identified throughout the RFP.

The pre-proposal meeting is optional, and vendors can participate virtually.

The RFP does not require sample submissions.

The bid notice is seeking proposals from qualified vendors to provide consulting, implementation, and training services. The university requires vendor expertise to identify and deploy appropriate AI models, develop a scalable and reproducible pipeline for data processing and AI driven outputs, integrate AI outputs into existing institutional analytics environments, and provide training and documentation to ensure long term sustainability and internal capability.
