Polk County, Florida, is seeking proposals for grant administration services for the CDBG Disaster Recovery infrastructure repair program. Proposals are due by 2:00 PM on September 2, 2026. Key responsibilities include project implementation, environmental and engineering services, water infrastructure repair, water quality improvement, and peace creek headwaters restoration. The selected firm will guide the county through project management and ensure compliance with federal and state regulations. Experience in federal grant administration is required. Invoices will be processed for payment when approved by the appropriate divisions project manager or designee. The county's payment of an invoice shall not constitute evidence of the county's acceptance of the proposer's performance of the service or the county's acceptance of any work.
Proposals will be evaluated based on cost (15 points), surveys of past performance (10 points), experience and expertise (35 points), and approach and methodology (40 points).
The successful proposer must have experience in federal grant administration. Evidence shall be submitted with your proposal in tab 2.
Failure to follow instructions could result in disqualification. Communicating with county staff other than designated personnel can be grounds for disqualification.
A written protest must be in the possession of the procurement division within three working days of the notice of recommended award mailing date.
Failure to follow instructions, communicating with unauthorized county personnel, submitting a false certification, or employing unauthorized aliens can lead to disqualification.
