The Delaware State University is soliciting proposals for promotional items. Proposals must be received by May 14, 2026, at 3:00 PM local time in Delaware. The contract term is three years with the option for two one-year extensions. Questions must be submitted in writing by March 25, 2026. The university reserves the right to reject any or all bids. The contract will be awarded to the most responsible and responsive vendor. The vendor must provide all equipment, materials, and labor to supplement the university's need for this contract. The vendor must provide a complete and detailed disclosure of all costs and fees. The university will not be responsible for any expenses incurred by the vendor in preparing and submitting a proposal. The vendor must comply with all federal, state, or county laws, and city or town ordinances and regulations in any manner affecting the conduct of the work. The vendor must maintain insurance as will protect against claims under workers compensation act and from any other claims for damages for personal injury, including death, which may arise from operations under this contract. The vendor must provide a certificate of insurance as proof that the vendor has the required insurance. The vendor must affirm that within the past five years the firm or any officer, controlling stockholder, partner, principal, or other person substantially involved in the contracting activities of the business is not currently suspended or debarred and is not a successor, subsidiary, or affiliate of a suspended or debarred business.

If the vendor does not fulfill its obligations under the terms and conditions of this contract, the university may terminate the individual orders. if, for any reasons, or through any cause, the vendor fails to fulfill in timely and proper manner his obligations, or if the vendor violates any of the covenants, agreements, or stipulations of this contract, the university shall have the right to terminate the p. o. by giving written notice to the vendor of such termination and specifying the effective date thereof, at least five 5 days before the effective date of such termination.
