The Department of Veterans Affairs (VA) intends to award a firm fixed price brand name only contract for the purchase of medical and surgical instruments, equipment, and supplies, including resuscitation quality improvement (RQI) carts and voice-activated manikins (VAMs) for BLS and ALS training at the Lyons VAMC, East Orange, and other VA facilities in New Jersey. The contract is not a request for quotes. The VA mandates that all healthcare providers maintain training in basic life support (BLS) or advanced cardiac life support (ACLS). The VA is transitioning to electronic courseware followed by a skills assessment using a voice-assisted manikin (VAM) program. The RQI program is the American Heart Association's gold standard for health care employees to demonstrate competency in BLS and ALS. The VAMs are beyond repair and out of warranty. The RQI carts will be used to mobilize simulation stations throughout the hospital, domiciliary, and CBOCs.
