The Town of North Kingstown, Rhode Island is seeking Statements of Qualifications from professional firms for the Town Beach Sea Wall Revetment Project. The selected firm will be responsible for the design, planning, and construction of improvements to mitigate the impacts of sea level rise and increased storm activity on the town-owned coastal property. Key aspects of the project include relocating the existing seawall to extend the sandy beach area, designing and implementing new stormwater mitigation measures, and potentially incorporating irrigation and a new walking path. The project is partially funded by a grant from the Rhode Island Department of Environmental Management and the Rhode Island Coastal Resources Management Council. Submittals must include a transmittal letter, narrative description of the work plan, project team information, statement of qualifications with relevant example projects, references, and a proposed project task schedule. Proposals are due by May 6, 2026, at 11:00 AM. A non-mandatory site walk will be held on April 15, 2026, at 10:00 AM.
The project work, including design and permitting, shall be completed no later than December 31, 2026.
The award shall be made on the basis of the highest qualified firm, evaluated according to specific criteria including responsiveness, competence, past performance, and qualifications of personnel.
The submittals will be evaluated based on ****, ****, ****, and ****, focusing on the firm's competence, experience, understanding of the project scope, and quality of previous work.
Failure on the part of the vendor to complete the project within the agreed time schedule will result in a liquidated damage cost of two hundred dollars (****) per day, excluding Saturdays, Sundays, and holidays, until completion and final acceptance, excluding warranty periods.
A non-mandatory site walk will be held at the North Kingstown Town Beach on Wednesday, April 15, 2026, at 10:00 AM. Meet at the beach parking lot.
