The base period of performance shall begin on or before April 1, 2026, with four one-year periods from April 2027 through March 2031, as specified in the contract.

As a general policy, the NPS makes payments after work is complete for one-time service and supply contracts. Recurring service contracts are paid at varying frequencies based on the terms and conditions within the contract. The contractor shall submit their request for payment via ipp, and payments will only be made after the government has received a distinguishable benefit.

The government shall receive the same warranty and service remedies provided to the contractor's most favored commercial customers.

The contractor shall obtain and maintain all permits and licenses required to perform the services under this contract. The contractor shall comply with all applicable federal, state, and local laws and regulations. Subcontractors shall meet equivalent licensing and insurance requirements.

Government remedies for nonconforming services shall be administered in accordance with FAR ****, Contract Terms and Conditions—Commercial Items.

The deadline for submitting qualifications is on or before 11:00 am on december 18, 2025.

Responses will be evaluated on experience, performance record, and project vision. Responses to this request for proposals will be evaluated on the following criteria: 1. experience 50 points maximum a. successful track record of marketing long term leases of properties that may involve rehabilitation. b. sufficient staff and consultant resources to market a longterm lease to viable candidates. 2. performance record 30 points maximum demonstrated experience on successfully completed projects for public facilities of a similar magnitude, scope, and complexity 3. project vision and key objectives 20 points maximum a. consistency of proposed vision and objectives for securing a longterm lease for this site. b. overall ability of the respondent to market a longterm lease that will add to the vitality of the surrounding neighborhood and maintain a sense of public accessibility to the waterfront. c. amount of community benefit derived from the project, such as, but not limited to, number and quality of public facilities and amenities proposed.
