Atlanta Housing is seeking applications for a pilot program offering rental assistance subsidies for new construction, existing housing, or substantial rehabilitation of vacant buildings. Applications can be submitted at any time. The program aims to create or preserve affordable housing units. Successful applicants will be required to pay for Atlanta Housing's third-party costs. The program involves a subsidy layering review by HUD or an approved entity. Applications are evaluated based on applicant information, proposed rental opportunity, ownership, site management plan, environmental review, financial feasibility, and references. Awards will be based on the best overall value to Atlanta Housing.
Applications can be submitted at any time until Atlanta Housing determines the NOFA will no longer be available.
Subsidy payments for assisted units cannot occur until after the certificate of occupancy is obtained and tenant screening and income verification requirements are met.
Awards will be based on those applications that represent a best overall value to Atlanta Housing, which shall be a combination of technical score, financial feasibility, intended quality of rehabilitated or developed new units and location, and other applicable factors.
To be eligible, residents must meet criteria established by AH including HUD requirements, be a family with annual income between 0-80% AMI, meet age/disability requirements, have a US citizen or eligible immigrant, pass a criminal history screening, not receive other HUD subsidies, meet debt requirements, and meet work program requirements.
AH reserves the right to reject an award to applicants during contract negotiations if applicant and AH cannot agree to mutual terms, applicant causes delay, or for convenience.
