The contractor shall notify the cognizant contracting officer within 24 hours of all mishaps or incidents. The contracting officer will notify the safety office. The contractor shall cooperate in any resulting safety investigation.

Offerors must complete blocks 12, 17, 23, 24, and 30. The solicitation is for the modification of an 80-ton General Electric locomotive to allow single-engine operation. The work will be performed at the Norfolk Naval Shipyard classification yard. Offerors must comply with all safety and personnel protective equipment (PPE) requirements, including hard hats, safety glasses, steel-toed safety shoes, and hearing protection. Contractors are prohibited from bringing certain items onto federal property, including firearms and certain types of knives. The technical acceptability of the proposal will be evaluated based on compliance with the criteria and specifications outlined in the statement of work.
