Request for quotations for the supply of diesel and gasoline for the U. S. Embassy Phnom Penh. Quotations are due by August 20, 2026, at 4:00 PM Cambodian local time. Submissions must be in English and in MS Word, MS Excel, or Adobe Acrobat PDF format, with a file size not exceeding 30MB. Offerors must be registered in the SAM system. The contract will be awarded to the responsible company submitting an acceptable offer at the lowest price. The U. S. Embassy intends to award a contract based on initial quotations without discussions, but may hold discussions if needed. The contract type will be a fixed-price indefinite-quantity/indefinite-delivery contract. Prices will be adjusted quarterly based on official retail prices issued by the Ministry of Commerce. VAT and import tax are not applicable due to the embassy's tax exemption certificate. The contract guarantees a minimum order of 20,000 liters per year for both diesel and gasoline, with a maximum of 110,000 liters per year. Deliveries will be made to the embassy compound, warehouse, residences, and other locations within Phnom Penh municipality. Fuel cards will be provided for refueling government-owned vehicles at contractor's gas stations throughout Cambodia.

The contractor shall be compensated monthly upon receipt of a proper invoice for all deliveries made under delivery orders during the month.
Award will be made to the lowest priced, acceptable, responsible offeror.
Offerors must provide evidence of SAM registration, proof of operating an established business with a permanent address and telephone listing in Cambodia or plans to establish one within 30 days of contract award, list of clients over the past 3 years demonstrating prior experience, evidence of necessary personnel, equipment, and financial resources, all required licenses and permits, a copy of the certificate of insurance or statement of intent to obtain it, specifications of proposed diesel and gasoline, written test certification for quality assurance, list of gas stations, fuel trucks and equipment, and storage depot details.
The COR shall be allowed access/visit to its depot to randomly observe fuel loading procedures.
Incomplete quotations will not be accepted. Offerors must be registered in the SAM system for award management database prior to submittal of their offer.
