This is a best value tradeoff source selection. The government will select the best overall offer, based upon an assessment of evaluation factors listed in this solicitation. All nonprice evaluation factors, when combined, are more important than price. Contract may be awarded to the offeror who is deemed responsible in accordance with the FAR, whose offer conforms to the solicitations requirements to include all stated terms, conditions, representations, certifications, and all other information required within the performance work statement and is judged by an overall assessment of the evaluation factors to represent the most advantageous offer to the government. As a basis for award, tradeoffs between price and nonprice factors are permitted. Therefore, the government reserves the right to award to other than the lowest proposed price.
Offerors must provide evidence of relevant experience in utility infrastructure and civil projects, technical qualifications of the electrical subcontractor, technical qualifications of prime contractors' key personnel, prime contractor's experience in decommissioning, commissioning, and integration of primary equipment, and a master safety plan. Past performance will also be evaluated.
Protests must be filed with the contracting officer or the executive director, office of acquisition and logistics, risk management and compliance service, department of veterans affairs within the specified timeframes. A copy of any protest filed with the GAO must be received in the designated office within one day of filing.
Failure to furnish a bid guarantee in the proper form and amount by the time set for opening of bids may be cause for rejection. Failure to execute all contractual documents or furnish executed bonds within 10 days after receipt of the forms by the bidder, upon acceptance of its bid, may result in termination for default.
