If the contractor fails or refuses to repair damage promptly, the contracting officer may have the necessary work performed by a third party and charge the cost to the contractor. If permanent preventable property damage occurs that cannot be rectified, the USDA may seek a price reduction and equitable adjustment for the poorly performed work. In some cases, homeowners may request that some restoration services not be fulfilled, and the contractor shall equitably reduce their price for the property where not all restoration services were rendered.
