All responses to this market survey must be received by 5:00 PM Eastern Standard Time on May 26, 2026.

The FAA requires specialized expertise in strategic planning, facilitation, ideation, training, and development of strategic plans to transform an organization for the future. The contractor must possess demonstrated experience supporting federal organizations in strategic planning and organizational transformation efforts.

All questions regarding this market survey must be submitted electronically to the Contracting Officer (CO) Khoshboo Siddiqi, no later than 9:00 AM Eastern Standard Time on May 19, 2026.

The bid notice specifies the period of performance for the transportation services will be from June 7, 2026, to June 9, 2026. The bid notice states 79 june 2026 which is interpreted as June 7, 2026, as the start date.

The bid notice states that drivers shall pass a background check and be able to gain access to NAS Key West and JIATFS secure areas. The contract manager and alternate must be able to read, write, speak, and understand English.

The anticipated completion date for the purchase order is December 13, 2026.

The government will award a contract to the responsible offeror whose quote represents the best overall value to the government, price and other factors considered, including technical capability and past performance.

The offeror must provide personnel who are fully trained and experienced in the installation, maintenance, and reconfiguration of Best A2 IC systems, demonstrate the ability to perform full Best A2 core replacement, possess professional key cutting, testing, and secure distribution capabilities, and provide strict chain of custody procedures for all sensitive locking components.

If VA determines that an SDVOSB awarded a contract pursuant to 38 **** did not act in good faith, such SDVOSB shall be subject to referral to the VA suspension and debarment committee, a fine under section 16(g)(1) of the Small Business Act, and prosecution for violating 18 ****.

Questions regarding this solicitation must be forwarded in writing via email to the contracting specialist by 10:00 AM EST, Wednesday, May 13. Questions will not be accepted after this date.

The project is to be completed no later than 60 days from the notice to proceed, but sooner is desired. The statement of work also indicates that deliverables such as the roof design and safety data sheets have specific due dates relative to the notice to proceed or start of work.

The contractor will invoice once all work is completed and accepted and shall submit the invoice through the invoice processing platform (IPP) website. The invoice must include specific details such as contractor name and address, invoice date and number, and purchase order number.

A minimum five-year workmanship warranty and a minimum twenty-year warranty on paint and materials are required as part of the included pricing. The contractor shall provide, at a minimum, a five-year written workmanship/labor warranty, including coverage for damage resulting from water penetration. Additionally, a twenty-year manufacturer's material and labor, no-cost, watertight warranty is required.

This is a combined synopsis solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. The solicitation is issued as a request for quotation (RFQ). The award will be made to the responsible offeror whose quotation, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered.

The contractor shall provide roof designer qualifications and experience, and roof contractor/installer qualifications and experience as part of the submittals. The acquisition is set aside for small business concerns with a size standard of $19. 0 million.

The statement of work mentions that in the event the contractor fails to commence and diligently pursue any construction warranty work required, the contracting officer will have the work performed by others and charge the remaining construction warranty funds for expenses incurred. It also states that if sufficient funds are not available, the contracting officer has the right to recoup expenses from the bonding company.
