The Memphis Area Transit Authority (MATA) is seeking proposals for two-year janitorial services. Proposals are due by May 14, 2026, at 11:00 AM CST. Questions regarding the specifications must be submitted in writing by April 29, 2026, 11:00 AM CST. A pre-proposal meeting will be held on April 22, 2026, at 10:00 AM. The contract is anticipated to begin on May 25, 2026, and end on May 24, 2028. The award will be made to the most responsive and responsible proposer. The scope of services includes cleaning common areas in specified buildings, with detailed cleaning standards and frequencies provided. Contractors must comply with security and safety requirements, use approved cleaning agents, and maintain janitorial closets. Corrective actions for incomplete or defective services are outlined, with potential deductions and contract termination for repeated offenses. Inspections will be conducted by MATA staff. The bid is due by Thursday, May 14, 2026, at 11:00 AM CST. The anticipated term of the contract is May 25, 2026, until May 24, 2028.
Payment for the specified items shall be net thirty (30) days after acceptance. Proposers should note any discounts for payment before thirty (30) days.
The contract will be awarded to the responsible proposer whose proposal is most advantageous to MATA, considering all RFP requirements, based on evaluation factors including technical approach, experience, management, equipment, and price.
Proposers must provide personal qualifications and related experience, firm qualifications and experience including at least three comparable projects, and a detailed description of equipment and supplies. Resumes for personnel are required.
If corrective actions are not completed as outlined, three times or more in one month, MATA will issue a written notice of warning. For any offense after the written notice of warning is issued, five percent of the monthly cost of the contract will be deducted from the contractor's monthly invoice. If any offenses occur in any three months during the contract period, MATA may terminate the contract for cause.

Protests must be submitted in writing to the contracting officer within seven (7) days of the award by the MATA board.
