Proposals must be submitted by November 30, 2026, at 10:00 AM EDT. The contract performance period is December 13, 2026 through December 12, 2027. As stated: final proposals must be submitted via email by november 30, 2026, at 10: 00 am edt.

Payment will be made in accordance with the Prompt Payment Act. The government agrees to inspect and determine acceptability within 30 days of receipt of a proper invoice, after which payment is due 30 days from deemed acceptance. As stated: the government agrees to inspect and determine the acceptability of any supply delivered or service performed specified in the invoice within thirty 30 days of receipt of a proper invoice.

Award will be made based on best value to the government. Technical factors (technical capability, key personnel, past performance) when combined are significantly more important than price. As stated: all evaluation factors other than price, when combined, are significantly more important than price.

Key personnel must meet specific experience requirements. Project manager requires 5 years managing a 200,000 square foot project. Project architect must be a licensed architect with 5 years experience. As stated: project manager: 5 years of experience managing a 200, 000 square foot project.

Site visit is mandatory. Scheduled for 9:00 AM CST on November 17, 2026, at **** Horizon Drive, Fort Worth, TX **** from offerors who did not attend will be deemed nonresponsive. As stated: a site visit is scheduled, and attendance is required.

Proposals from offerors who did not attend the mandatory site visit will be deemed nonresponsive. Late submissions will not be accepted. Failure to provide a rate for each CLIN may result in elimination. As stated: proposals submitted by offerors who did not attend the site visit will be deemed nonresponsive and will not be considered.

Proposals must be received by November 13, 2026, 12:00 PM Eastern Time. The response must be received on or before november 13, 2026 by 12: 00 pm eastern time.

Invoices must be submitted to the Department of Treasury's Invoice Processing Platform (IPP) no later than 30 days after delivery or acceptance. Payment due 30 days after receipt of proper invoice or government acceptance. the due date for making invoice payments by the designated payment office shall be the later of the following two events: 1. the 30th day after the designated billing office receives a proper invoice from the contractor.

The government will award to the offeror whose offer is most advantageous to the government, considering price and other factors. the government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered including evaluation of options.

Interest penalties apply for late payments under the Prompt Payment Act. an interest penalty will be paid automatically, if payment is not made by the due date and the conditions listed below are met.

Failure to submit timely invoices waives rights to payment. the contractors failure to submit timely invoices to the government, as set forth in the preceding paragraph, waives the contractors rights to receive payment pursuant to this contract.
