Knox County, Tennessee is seeking sealed bids for drug and alcohol testing services. Bids are due by 2:00 PM on July 1, 2026. A minimum of thirty (30) calendar days is required to process invoices for payment. Invoices must show the amount due, itemized details, and the contract number.
Contractor warrants that all items delivered and services rendered shall conform to specifications and be fit for the particular purpose purchased, of merchantable quality, good workmanship, and free from defects. Contractor extends all warranties allowed under the U. C. C.
This bid will be evaluated using the following criteria: Price (80 points), Business and Capacity (10 points), References (10 points). Award will be based on best value, which means more than low cost.
Vendors must be registered with the procurement division prior to submitting their bid. They must also provide proof of financial and business capability upon request. For specific services, vendors must demonstrate compliance with DOT requirements and HIPAA/HITECH guidelines.
In case of vendor default, Knox County reserves the right to procure services from other sources and hold the defaulting vendor responsible for any excess costs. Vendor default may result in removal from the county's bidders list for twenty-four (24) months.
Any protest or question regarding the specifications or bidding procedures must be received in the procurement division before June 18, 2026, at 4:30 PM local eastern time.
Failure to comply with any declarative statement (must, shall, will) may result in bid non-responsiveness and disqualification. Submitting unauthorized forms or making unauthorized contact with Knox County representatives can also lead to disqualification.
