Proposals are invited for a comprehensive assessment of town-owned buildings. A mandatory pre-bid walkthrough is scheduled for July 13, 2026. Proposals are due by 2 PM on July 27, 2026, and will be publicly opened. The contract will be awarded to the lowest responsive bidder in the town's best interest. The assessment includes facility conditions, code compliance, ADA accessibility, energy efficiency, and estimated costs for improvements. The consultant must establish an office within 50 miles of Plainfield within 120 days of award.

Cash discounts may be offered for prompt payment, but will not be considered in determining the award except in case of tie bids, provided the discount is based on payment not less than 14 days after satisfactory delivery and/or receipt of invoice, whichever is later.
The town intends to award a contract to the lowest responsive bidder whose proposal is determined to be in the best interest of the town. Proposals will be evaluated based on understanding of services, proposed method of assuring performance, competence of personnel, project management approach, background and experience, timeliness, competitiveness of fees, and positive client references.
Bidders must provide evidence of good standing from the Connecticut Secretary of State and include a corporate resolution with their submittal. Consultants must have or open an office within 120 days of contract award within 50 miles of Plainfield.
A mandatory pre-bid walkthrough is scheduled for Monday, July 13, 2026, at 10 AM. The walkthrough will take approximately 2 hours and will visit multiple locations.
The town will not award a bid to any bidder who owes a delinquent tax to the town. Bidders certify by signature that they are not delinquent in tax obligations.
