Grantee will be reimbursed for actual expenses incurred as allowed in the contract budget and workplan. Payment for invoices submitted by the grantee shall only be rendered electronically. Applications will be evaluated on a 100-point scale based on Program Summary, Statement of Need, Applicant Organization, Health Equity, Program Activities, Reporting/Evaluation/Monitoring, and Budget & Justification. For Component 1, the highest scoring applicant for each region will be awarded. Each regional contract will be awarded to the highest scoring applicant for that region.

Eligible applicants must be prequalified in the NYS Statewide Financial System (SFS) by the application due date, be incorporated and registered with the NYS Department of State, and be a not-for-profit or public entity. Specific criteria apply for Component 1 and Component 2 applicants, including potential contractual relationships with Federally Qualified Health Centers (FQHCs).

The department reserves the right to disqualify any applicant whose conduct and/or application fails to conform to the requirements of the RFA. Failure to leave adequate time to address technical issues may jeopardize an applicant's ability to submit on time. An applicant may be disqualified if they have previously failed to perform satisfactorily in connection with public bidding or contracts. Failure to submit a completed MWBE utilization plan or a written remedy to a notice of deficiency can also lead to disqualification. Proposals must be received no later than 2:00 p. m. Central Time on July 16, 2026.

Invoices should be submitted within 30 days following the end of the month in which services were rendered or expenses incurred. Each invoice must cover only one case and provide a detailed description of services rendered in chronological order.

Proposals will be evaluated based on the quality of professional legal staff, overall capability and quality of the firm, and price proposal.

Firms must be qualified law firms with experience in the specified areas of legal services. They must demonstrate financial soundness and have the necessary resources to perform the contract.

Protests must be received in writing no later than five business days after the bid closing date (postsubmittal/preaward) or five business days after the notice of intent to award (postaward).

Contacting KCATA staff or board members outside of the designated procurement staff during the solicitation period may be grounds for disqualification.
