This is a sole source award, not based on competitive criteria.

The contractor agrees to accept the minimum quantity of 30 reparables immediately upon award of this contract. These items shall be overhauled under the first delivery order, to be issued simultaneously with the award of this contract action. The government's required output schedule for the overhaul of the turret, assembly, infrared (CLIN ****) is 3 units within 150 days after award and 27 units within 180 days after award. Additional quantities up to the maximum may be ordered and shall be delivered at a minimum rate of 1 each per month commencing 275 days after receipt of reparables.

Payment will be made via the Wide Area Workflow (WAWF) system. Contractors must use code W58H0Z when submitting the PVA invoice, making it to the attention of Lindy Pinchon. The contracting officer will approve the PVA invoice. For other payments, contractors shall use WAWF for electronic submission of payment requests and receiving reports.

The solicitation is for commercial items, so certified cost or pricing data will not be required. However, other data, including commercial invoices, may be required to substantiate quoted pricing. The contractor must comply with the total asset visibility contractor (TAVC) reporting instructions.

Failure to pass the PVA may lead to termination for cause of the contract. If the contractor fails to deliver any PVA on time, or the contracting officer disapproves any PVA, the contractor shall be deemed to have failed to make delivery within the meaning of the default clause of this contract.

The contractor shall prepare 3 assets for the Product Verification Audit (PVA). The PVA candidate will be selected by the SRD PVA team chairman at random from the three tendered candidates for acceptance to the government.
