The City of Morgantown, WV is seeking a qualified consultant for a concurrent rewrite of its zoning ordinance and subdivision and land development ordinance (SALDO). The project aims to streamline administrative reviews, simplify language, resolve conflicting provisions, and promote growth consistent with the city's comprehensive plan, Morgantown 2033. Key deliverables include a new zoning text ordinance, zoning map ordinance, SALDO, and a final report. Proposals are due by September 10, 2026. The selected consultant must have experience with similar communities and community engagement strategies. A community tour is part of the scope of work.
Sealed proposals must be delivered to the City of Morgantown Development Services Department no later than 1:00 PM Eastern Standard Time, on September 10, 2026.
Payment will be in arrears. The City of Morgantown will not accept any contract terms that require prepayment for services, supplies, or equipment.
Proposals will be evaluated on the firm's qualifications, team members' qualifications, contextual knowledge and experience, scope, innovativeness, community engagement plan, understanding of the project, clarity and conciseness, ability to meet requirements, references, cost-effectiveness, and project roadmap/timeline.
The selected consultant must possess an understanding of broader regulatory frameworks, familiarity with state regulations and land use laws, knowledge of or experience with similar rust belt communities and/or university towns, and demonstrated ability to develop creative yet practical planning solutions. Experience curating intentional, targeted, and innovative community engagement strategies is preferred.
A community tour led by development services department planning division staff is part of the scope of work to gain a holistic understanding of development and land use patterns.

Offerors may be disqualified for failure to use provided proposal forms, lack of signature on the certification form, failure to properly complete the proposal, evidence of collusion, or any alteration of the RFP language.
