The contract will be awarded to Communications and Power Industries (CPI) because they are the only known source capable of producing, repairing, and rebuilding these specific tubes, which are essential for the MK99 Fire Control System on Aegis cruisers, destroyers, and foreign military ships. CPI holds proprietary rights to the design and manufacturing processes, and the government does not possess the necessary technical data package to obtain competition independently. Furthermore, CPI is the only In-Service Engineering Agent (ISEA) certified source for these tubes, and the certification process for a new vendor is estimated to take a minimum of 3 years and 6 months, which would cause unacceptable schedule delays. Duplication of costs for qualifying another vendor in FY23 is estimated at $12,400,887. A sources sought synopsis was posted on the government-wide point of entry (GPE) on October 12, 2021, and again on December 17, 2021, with no responses received.
