The ordering period for task orders is five years from the date of contract award, with an option period up to six months. The estimated period of performance is October 1, 2026, through September 30, 2031.

Payment will be made upon satisfactory completion of each task order, with fixed-price values less any progress payments. Vouchers and invoices must be submitted using the steps described at the NASA Shared Services Center (NSSC) vendor payment information website.

Task order proposals will be evaluated based on professional experience and technical competence in A&E services, professional qualification, past performance, capacity to accomplish multiple task orders, and location/knowledge of NASA center locations.

Firms must have experience in multidiscipline facility design, including architecture, life safety, and sustainable green design. Specialized experience in multiple project phases is also required.

Contractors may be removed from the IDIQ contract if they fail to meet performance standards, do not actively compete for task orders, or receive unsatisfactory CPARS ratings.

Proposals will be evaluated based on relevant experience and qualifications, technical expertise and regulatory knowledge, staffing, licensing, and organizational capacity, project management and quality control, familiarity with comparable public agency practices, references and past performance, and staffing.

A minimum of five years of demonstrated experience providing assessment engineering services for public agencies is required. At least one lead or key staff member must hold an active California Professional Engineer (PE) license, or the vendor must demonstrate direct access to a licensed PE.
