The bidder is responsible for all applicable federal, state, and local licenses and permits, as well as all taxes, fees, and assessments. The successful bidder must comply with all applicable laws, ordinances, and regulations, including specific Wyoming state statutes. The bidder agrees to indemnify Casper College from any release of toxic waste or hazardous materials and must provide Safety Data Sheets (SDS) for all chemicals used. The electrical transformer and switchgear will remain and be modified. The site will be backfilled, compacted, and seeded/sodded with irrigation modifications. Proposals will be evaluated based on pricing, qualifications, quality of materials, reputation, experience, subcontracting plans, timeliness, and warranty. The bid form and all requested documents must be completed, signed, and returned with the sealed bid.
The proposal submission deadline is April 28, 2026, at 2:00 PM Mountain Time. Substantial completion is expected by July 31, 2026.
The bid notice mentions that payments will be based on the bidder's successful completion of deliverables within the stated deadlines and upon the agency's written acceptance of those deliverables or services. It also states that final payment of 5% of the total contract amount will be made on the 41st day after the first notice of completion and acceptance of all work under the contract has been advertised.
The bid notice states that a copy of material and labor warranties must be included when applicable with the proposal. The scope, coverage, and duration of the warranty offered for both materials and labor is also listed as an evaluation criterion.
The bid notice states that proposals will be evaluated based on pricing, specifications/qualifications, quality of materials, reputation, experience, subcontracting, timeliness, and warranty, among other factors. The award will be based on what is deemed the best value for Casper College, and the bidder offering the lowest price may not necessarily be awarded the contract.
The bidder may be required to submit three letters of reference from past projects similar to the work described in the RFP, completed within the last three years. The bidder is also responsible for securing and paying for all applicable federal, state, and local licenses and/or permits.
The bid notice mentions that if a proposal is accepted and the bidder fails to furnish the agreed-upon services, the bidder may be disqualified from future consideration. It also states that violation of the anti-discrimination certification may constitute a material breach of contract, which could result in contract cancellation, termination, or suspension by the owner.
