The period of performance includes one base year and four option years, with the base period starting on 08/01/2026 and ending on 07/31/2027.

Invoices will be sent after the service period and will be processed in accordance with the Prompt Payment Act. Scanned or electronic images of invoices are acceptable.

All work, including labor and materials, will be guaranteed for a period of one year from the date of acceptance.

The government will award the contract to the responsible quoter whose quotation represents the best value to the government, considering price and other factors. Technical and past performance are combined and are significantly more important than cost or price.

Quoters must provide staffing qualifications, including resumes of key personnel, and a detailed list of proposed landscaping equipment. Proof of insurance and relevant certifications/licenses are also required.

Work not meeting contract requirements will cause the contractor to rework at no cost to the government.

A mandatory pre-quotation site visit will be held on June 25, 2026, at the Aviation Operations Center (AOC) facility located at **** Horizon Drive, Fort Worth, TX **** is required for quotation submission.

Questions regarding the RFQ are to be submitted no later than July 02, 2026, at 9:00 am EST.

Quotations submitted by quoters who did not attend the mandatory site visit will be deemed nonresponsive and will not be considered. Noncompliance with instructions may be treated as a risk and grounds for elimination from award consideration.

Bids must be received no later than July 15, 2026, at 2:00 PM.

The vendor shall be paid within a reasonable time after submission of proper certified invoices to the City. Invoices shall contain the contract number and purchase order number. Purchases by the City of Lawton are not subject to any sales tax or federal excise tax.

The City reserves the right to award by individual item, group of items, all or none, or a combination thereof. Award may also be based on a geographical district basis. Warranty information will be considered during the bid award.

Bidders must submit a properly signed and notarized Invitation for Bid and Contract, Affidavit for Payments, Contractors Certificate of Compliance, Department Specifications with Vendors Comments, Price Sheet with Vendors Comments, and W9 Form. Failure to submit these documents properly may result in the bid not being considered.

Items delivered not conforming to specifications will be rejected and returned to the biddervendor at the biddervendors expense. Any violation of these stipulations may result in the supplier's name being removed from the City of Lawton purchasing biddervendor mailing list, and the City may pursue any and all other remedies available.

Samples of items, when called for, must be furnished free of charge and at no expense to the City. Each individual sample must be labeled with the biddervendor's name, manufacturer's brand name and number, contract number and item reference, or as specified in the attached special conditions. Samples will not be returned.

Should a biddervendor have an objection to or challenge the specifications, the biddervendor is responsible for making this known in writing so as to reach the City Clerk no later than seven (7) calendar days prior to the bid opening date.

Failure to return all required documents properly signed or notarized may result in the bid not being considered. Failure to annotate deviations from specifications may cause the bid to be deemed nonresponsive.

The contractor shall begin performance within 10 calendar days and complete it within 365 calendar days after receiving award, notice to proceed.

If the contractor fails to complete the work within the time specified in the contract, the contractor shall pay liquidated damages to the government in the amount of $1,**** for each calendar day of delay until the work is completed or accepted.
