Bids are solicited for grounds maintenance and clean-up services for the City of Fort Walton Beach Tennis Center. The awarded respondent shall be paid upon submission of invoices. The city aims to pay invoices in time to earn any offered cash discounts. Discount time will be computed from the date of satisfactory delivery or receipt of correct invoice, whichever is later.
The contract will be awarded to the lowest responsive and responsible bidder complying with all provisions of the invitation to bid, provided the bid price is reasonable and it is in the interest of the city to accept it.
Bids will be considered from firms who have adequate personnel and equipment, are regularly engaged in the business, have a record of performance, and possess sufficient financial support, equipment, and organization to satisfactorily execute the service.
In the event supplies, services, materials, or equipment are not delivered by the specified date, there will be a deduction of $100 per day for each calendar day of delay, as liquidated damages.
Any bidder or respondent adversely affected by the city's intent to award may file a written vendor protest with the purchasing division within three business days after the intent to award is posted or otherwise issued.
Any communication initiated by a bidder outside of the established process, or any attempt to influence a member of the city council, city staff, or evaluation committee may result in immediate disqualification from further consideration.
