Quotations are due by Friday, September 11, 2026, at 5:00 PM local time. No quotations will be accepted after this time.

This is a firm fixed price contract payable entirely in the proposed currency. Prices are for all contract line items. No additional sums will be payable for any escalation in the cost of materials, equipment, or labor. The contract price will not be adjusted due to fluctuations in currency exchange rates.

The pricing includes all costs associated with providing preventive maintenance services in accordance with the attached scope of work, and the manufacturers warranty.

The U. S. government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price.

Offerors shall be registered in the SAM system for award management database at www. ***. *. * prior to submittal of their offer/proposal. The service provider must have a minimum of five years of experience with the design, manufacturing, and startup of potable water treatment in industrial facilities or large building facilities and have provided service or startup services to a minimum of 10 industrial/building facilities.

The embassy intends to conduct a pre-quotation conference at the site on Tuesday, August 18, 2026, at 9:30 AM local time at the US Embassy Guatemala.

Failure to be registered in the SAM system at the time of proposal submission may deem the offeror's proposal to be considered non-responsible and no further consideration will be given.

Proposals are due August 21, 2026, at 4:00 p. m.

Payments shall be made to contractor in arrears, subject to compliance with NHCC billing payment procedures, and contingent upon contractor submitting an invoice accompanied by documentation satisfactory to NHCC supporting the amount claimed.

The committee will utilize a 100-point scoring grid, with points awarded for firm experience and qualifications (45 points), project approach and methodology (25 points), cost and fee proposal (25 points), and NYS diversity compliance (5 points).

The firm must act as an objective consultant and disclose any potential conflicts of interest. Vendors must possess and document extensive advisory and captive management experience in both onshore and offshore domiciles, specifically with Cayman Islands regulatory frameworks, and have a minimum of 10 years of experience providing similar services to healthcare systems.

If a prospective bidder is found to have knowingly and willfully violated the State Finance Law provisions, that prospective bidder and its subsidiaries, related or successor entities will be determined to be a non-responsible bidder and will not be awarded any contract issued pursuant to this RFP.

NHCC reserves the right to conduct investigations with respect to the qualifications of each proposer, to make field investigations with respect to such proposals including visits to the proposers business offices or field operations.

The deadline for questions is August 10, 2026.

Submissions that are incomplete or fail to meet the specified requirements may be rejected without review. Violations of procurement requirements can lead to disqualification.
