This is a public tender for electrical maintenance services for the Blacklick Acid Mine Drainage (AMD) Treatment Plant and its conveyance system. Services are to be provided on an on-call basis, with a 24-hour response time for non-emergency services and a 3-hour response time for emergencies. The contract term is from July 1, 2026, to June 30, 2028, with options for renewal up to three additional one-year terms. Bidders must bid on all line items and submit their bid electronically. The award will be to the lowest responsive and responsible bidder. The contractor must provide documentation of experience after bid opening and prior to award. Insurance requirements include Workers' Compensation, Comprehensive General Liability, and Automotive Liability. Payment is on a reimbursement basis, with invoices submitted within 30 days. The contractor must comply with the Steel Products Procurement Act, Trade Practices Act, Build American, Buy American Act, and Davis Bacon Act.
The contract shall commence on July 1, 2026, and terminate on June 30, 2028. Further, the parties hereto may agree to renew this agreement for up to three 3 additional one1 year terms, with a final termination date of June 30, 2031.
Payment shall be made on a reimbursement basis. The contractor shall submit invoice within thirty 30 days. The contractors representative and the commonwealths representative will compare records of the work performed on each service call and indicate their agreement to the hours of labor and the material furnished by their signatures on the contractors work order.
Bid award shall be to the lowest responsive and responsible bidder meeting all requirements and in accordance with attachment b, bid award.
After bid opening and prior to award, the contractor shall provide documentation of experience in providing the specified services in the scope of work. The department reserves the right to review this documentation and request three 3 references to verify contractors experience and qualifications.
If nonemergency service is not provided within twentyfour 24 hours after direct verbal or telephone notification from the commonwealth, or if emergency service is not provided within three 3 hours after direct verbal or telephone notification from the commonwealth, the commonwealth has the right to secure the same service from another source and the contractor shall pay to the commonwealth all expenses incurred over the unit prices bid.
